In case anyone was curious, it’s because insects aren’t listed under the endangered species act, so they looked at the list of species that are to see what category they could fit them into and they chose fish. Because sometimes fish are invertebrates and so are bees, therefore bees are fish.

Specifically, they were able to wedge it in because some terrestrial invertebrates, like molluscs, are already categorised as fish (by conservation law). They’re pulling a “featherless biped” move to get bees (and hopefully, in the future, other endangered insect) protected.
Should the conservation laws be changed to allow insects? Yes. But that’s a longer and more complicated process, and likely to meet significant resistance from industry groups worried that having to care about insect populations will affect their businesses, and bees need protecting NOW.
